Summary: | This paper highlights the way a conflict with regards peri-urban land use at municipal scale was handled through a planning process of regulation adoption pursuit by Mont Rigaud southern part, municipality of Sainte-Marthe in the Montreal region. The paper aims to raise the different dimension of a conflict experienced during the planning process ; the conflict affects touches subtantive issues, procedures and social structures and uncertainty. The paper also provides a critical regard about the public participation and the decision-making processes followed for land use planning procedures in Quebec. The study-research presents inherent legal limitations clearly detailed in the chapter of public participation and access to the decision-making processes where a group of citizens seized the control of municipal elections in order to have the majority at the municipal council and thus undertake modifications to regulations adopted by previous counsellors. |
