“…En este artículo se examina la eficacia de las reformas normativas al mercado de valores en Colombia entendida como el logro de los objetivos propuestos para su promulgación, y la participación del regulador y supervisor en este propósito, y si la regulación logró mejoras en la asignación de recursos en la economía, y por tanto en la eficiencia, entre 2008 y 2016. Partiendo de tres premisas: el lugar eminentemente secundario del mercado de valores en el sistema financiero; la utilización de la regulación como principal instrumento de intervención del Estado en el mercado, y la coexistencia de la regulación y de la autorregulación, se pretende demostrar que la regulación tuvo una eficacia limitada y un resultado poco eficiente en la asignación de recursos financieros por el mercado, y que el papel primordial lo tomó la autorregulación en lo referente al desarrollo del mercado secundario.…”
