Summary:After the shutdown of the cruise industry caused by the pandemic, we are witnessing a significant resumption of international cruises on the St. Lawrence River. The return of international cruises is part of a business ecosystem where each port of call on the St. Lawrence River has its own level of development, within a complex legislative and regulatory framework (Laws and Regulations from international, Canadian, Quebec and municipal levels) and in an environment composed of several actors. Thus, the objective of this article is to understand the business ecosystem of international cruises for the St. Lawrence market and to identify organizations with decision-making capabilities in international cruises.
