| description | Not all major Italian cities of the late Middle Ages could rely on an established system of public debt like Florence, Siena, Venice, Genoa, and others. One of these cities was Bologna that did not have a consolidated debt until 1390, thanks to the foundation of the Monte Comunis on the model of the Florentine and Venetian credit institutions. In Bologna, the deficit was normally covered by an increase in taxes, ad hoc levies, and by short-term loans to compensate for various extraordinary expenses. With this in mind, we will discuss the financing system of the city of Bologna in more detail for the period covering the late 1370s, a period of political transition for Bologna since, in 1376, the city rebelled against the domination of the Papacy and regained a certain autonomy. We will first present the financial situation of the city of Bologna, its financing means, and the nature of its indebtedness. We will then examine the loans granted to the city, who its creditors were, and the profile of these creditors. |
