Summary:The conflict between the United States and Cuba is long and complex: military interventions, assassination attempts, economic sanctions, psychological warfare, unconventional warfare and propaganda. Much has been written about it, particularly in the 20th and 21st centuries. However, little has been published about Cuba's communications policy and its importance for bilateral relations between the United States and Cuba. Given that its aim is to strengthen national consensus in Cuba and that, at the VIII Congress of the Communist Party, communication was considered a strategic weapon, what is its significance for the bilateral conflict? What is its relevance? This is the aim of this article, based on official documents from the Cuban Communist Party and the National Parliament, and the testimonies of politicians, political communication experts and journalists.
