Summary:This study deals with the metropolitan mayoral election held in the same year in Istanbul, which gained “metropolitan” status in 1984. The local elections of 25 March 1984, which were the first local election held after the coup on 12 September 1980, would also determine the first Istanbul Metropolitan Mayor. The part of the study that follows the introduction focuses on the provisions related to local governments in the 1982 Constitution, the changing local election laws, and the legal regulations that ensure the establishment of metropolitan municipalities. The next section focuses on the promotion and promises of the candidates for Istanbul within the parameters of the recently passed legislation. The election results are presented in the final section. The tables attempted to reveal the changing preferences of the Istanbul voters following the events on September 12. In the study, the legislative changes and discussions were put forward through the Journal of the Minutes of the Turkish Parliament (TBMM Tutanak Dergisi) and the Official Gazette (Resmi Gazete), and the debates regarding the election period were followed through Cumhuriyet and Milliyet newspapers.
