Summary:Retailers in metropolitan France enjoy a freedom unknown to Moorish “cafetiers” in Algeria, where practices enabled a class of socially and economically emancipated North African merchants to enrich themselves. This emancipation is evidenced by the proliferation of North African drinking establishments in metropolitan France, and by the way these establishments have gained a foothold in the alcohol empire from the 1920s to the 1950s. In particular, License IV establishments are highly sought after in a dynamic but closely regulated market.
