description To benefit from the enlargement of the Panama canal, the Cuban government has renovated the port of Mariel in order to accommodate bigger ‘post-panamax’ ships, wich can now pass through the interoceanic passage. The Havana port thus being rendered obsolete by this new infrastructure, the capital’s portuary and industrial territory are now free to be used for other purposes. It is Cuban public institutions’ task to imagine, choose and organise the future of this zone located in the heart of the town. My objective in this article is to contextualise and highlight the difficulty of this enterprise, despite it being realized in a political-economic system in wich the state is given the vast majority of the instruments of power.
