| Summary: | Through a detailed analysis of the cases of Bahrain and Oman, this article shows that the typical political economy of the Gulf monarchies is being reshaped by labor market nationalization policies, the pace of which has increased as part of the counter-revolutionary measures taken since 2011. The result is a pro-labor policy shift that is altering established state-business relations. The private sector has to deal with a restricted access to cheap foreign labor and in particular with the development of organized labor. Indeed, trade unions are imposing collective bargaining in the workplace and are associated to tripartite negotiations on labor policy, leading to an economic and social order which is increasingly negotiated. |
