| description | Transmigration aims to redistribute populations by relocating individuals to less populated areas and involves allocating residential and business land to participants. However, the land meant for business often remains ambiguously classified, frequently as forest land, leading to persistent land disputes among transmigrants in Lampung Province. This research analyzes government policies on resolving land status disputes in Lampung’s transmigration villages using a normative empirical approach with a statutory framework, drawing on legislative texts, documents, and library resources analyzed qualitatively. The findings reveal that the government’s current strategy involves a social forestry program, as per Presidential Regulation 88 of 2017, which allows transmigrants use of forest land without ownership rights. The research recommends that the government prioritize resolving the control of business land by transmigrants before finalizing the status of forest areas, suggesting that redefining forest boundaries to grant ownership rights, rather than limited use rights, could foster more sustainable development and stability in these communities. |
