First, to understand this fact and propose some actions to help close this gap, the article focuses on the European Landscape Convention (ELC). Nearly 15 years after its adoption, the results of the ELC are impressive both in terms of the knowledge it has generated on landscapes and in terms of policies implemented by the signatory countries. Secondly, it presents a portrait of landscape protection and management initiatives in Québec. This portrait reveals both the sheer number of regional and local initiatives for landscapes and the timidity of the action of the Quebec government, which contrasts with the actions of many European countries. Thirdly, considering the diversity of regional and local actions on landscape in Québec and the lessons learned from the ELC, this paper proposes a way that would allow to offer Quebec as a north American model for the protection and the management of landscapes. |
