Summary:The article discusses the process of south-american integration in the specific case of Mercosur and the cross-border region of the La Plata River Basin from two main questions on. Is a cross-border macroregion effectively in construction in the Mercosur geoeconomical core? What sense cross-borders subspaces can acquire in this changing scenario? Can we still be optimistic about the "openness" of South American borders? The region has potential to have some institutionality even though formal initiatives do not exist to define it as such. The approximation of distinct social groups from one and other side of the border lines, as in the case of the third international bridge to be built on the Uruguay River, between the state of Rio Grande do Sul and or the Misiones Province or Corrientes, Argentina begins to point to a most active performance of local and regional actors towards issues related to cross-border cooperation. An emerging governance in cross-border areas in the Mercosur geoeconomical core is a new aspect in territorial planning in countries of the region.
