The purpose of this article is to present the legal determinants of effective management of municipal resources, including legal standards regulating the principles and methods of managing municipal property and finances, the obligations of entities responsible for the proper functioning of the municipal resource management system, as well as the legal basis for monitoring and assessing the effectiveness of municipal resource management.
Material and methods
The article uses a legal-dogmatic research method. The theses of this article are based mainly on publications by representatives of administrative law science, with references to the extent necessary to the achievements of management sciences.
Results
Identification of the basic areas of administrative and legal regulations responsible for effective management of property and municipal finances, the indication of an important role of the owner’s supervision [in Polish: nadzór właścicielski] in achieving effective municipal property management and the risks associated with the use of management control to assess the effectiveness of municipal resource management.
Conclusions
The paper presents the normative determinants of the effectiveness of the management of the municipal resources in legal and methodological terms, explains the role of the municipality’s corporate governance in obtaining this effectiveness, and indicates the factors counteracting the ineffective management of the municipal property and finances.
It was established that legal formalization in this area is not very detailed, but it allows for achieving efficiency in the organizational and financial sphere to a certain extent. |
