description During the COVID-19 pandemic, child-rearing families became more isolated and clandestine, leading to a concern that problems such as child abuse and domestic violence may have become more widespread. In addition, families in need of support prior to the pandemic, such as those suffering from economic distress, domestic violence and child abuse, have found it difficult to receive the necessary support due to restrictions on their behaviour imposed by infection prevention measures. In this article, we would like to introduce how Japanese local authorities and counselling services have responded to child abuse counselling and other issues during the COVID-19 pandemic and to share the challenges that have emerged in the process. This article aims to aid consideration, together and beyond national borders, of how to outreach to problems in the home, such as abuse that has become difficult to detect outside the home, and how support agencies and local authorities should look after families raising children while schools are in lockdown.
