| Summary: | The article studies the problem of cultural policy as implemented by Bolsheviks in the Stavropol region in 1920s. One of the essential elements of Cultural Revolution was the library work which played a great role in forming a "new Soviet person". This could be proved by adoption of special normative legal acts. Activating library work in Soviet Russia was preconditioned by propaganda and education needs of the state. By example of the Stavropol region, it is shown that centralization of library work was incomplete in 1920s. Efficient library activity required appropriate work staff. Heavy daily labor in the village left the development of library work on the periphery of the interests of the rural authorities and the villagers. |
