| description | In the Democratic Republic of the Congo, authorities and civil society did not wait for recommendations from international institutions to implement a system of users’ contributions to finance the educational system, nor to manage this system locally, in a context of state failure. In the midst of Congolese dereliction, parental contributions have made it possible not only to preserve, but even to extend, the educational system, even though this development was accompanied by well-known perversions. The aim of the present article is to explain how, in a country with one of the poorest populations in the world, this phenomenon –which is both exceptional and «vicious »- could occur and why the participatory model, which formally transforms parents into educational partners, cannot, in the present Congolese context, improve the governance of the educational system. Unlike the consensual approach, which ignores the social dynamics inherent in any participatory process, our analysis favours a political approach that highlights social tensions, power relations, and the logics of the actors of the school arena and the so-called Congolese « parental movement ». This article shows how educational actors (re)produce together, consciously or not, in a very restrictive context, an educational system that is globally of a very poor quality and generates much exclusion. |
