description It is shown that the exponential decrease of the energy spectra of fragments with energy growing, which does not depend on the type of fragments, targets, projectiles and their energies, and which sometimes is accompanied by slight oscillations, can be explained by the phenomenon of time resonances. These time resonances correspond to decay of intermediate excited nuclear composite system. Inclusive spectra for р and 3Не in high-energy nuclear reactions 20Ne + U → p + Х (2.1 GeV/nucleon) and 20Ne + U → 3Не + Х’ (2.1 GеV/nucleon) are calculated.
