Summary: | The certification of French “Villes et Pays d’art et d’histoire” (Towns and Lands of Art and History) engages the communicative dimension of heritage in a context of the municipalisation of cultural policies. The imprimatur also reflects the rise in power of local communities, signalling a new division of labour between them and the Ministry of Culture. A control is maintained by the ministry on a national scale, while the creation of a service dedicated to architecture and cultural heritage illustrates a new communicational function on a local scale. This reflects the funtion of symbolic heritage because it becomes a tool frequently used to build the identity of new administrative territories. From a communicative standpoint, the same cultural entity can have a national interest reflected by national heritage policies, and a local interest reflected by local heritage policies. |
