Since then, the use of this label in vogue is noticed to describe different projects which operate as the exploitation of such a concept in political and economic times in the absence of a clear definition of its content and objectives and in an explicit and stable regulatory framework. The case study of Hay Ryad project in Rabat, publicized as the “New City” can highlight on the one hand major discrepancies between the objectives of affirmative discourse and planning documents, and current social and spatial realities on the other hand. The planning willingness seems to be totally obsolete and thus the initial objectives are set aside as a result of decisions taken at the highest political level and strictly enforced both by public and private operators. Since, the new cities are engaged, at least for the case of Morocco, in conventional modes of manufacture of the city, where the Acts and regulations are not respected at the expense of formal and informal waivers. |
